An NYPD cop brandished a Taser at a bystander, dragged him to the ground and repeatedly struck him in a wild scene caught on video in the East Village — that started with a refusal to maintain social-distancing, officials said Sunday.

The tense run-in kicked off while cops were breaking up a Saturday gathering held amid the coronavirus crisis, Commissioner Dermot Shea said on Sunday.

Video of the incident opens with four lawmen in plainclothes dragging a man to the sidewalk near the corner of East Ninth Street and Avenue D, as a pal yells, “Stop! … What is he doing!”

Several feet down the block, a small group — including the person shooting the video — gather, drawing the attention of one of the cops.

One Finest emerges from the fracas and walks towards the bystanders, holding his Taser aloft in his right hand, the video shows.

“Move the f–k back right now!” the cop can be heard saying. “What you flexing for? Don’t flex.”

The cop holsters his Taser — only to grab one man from the crowd, wrestle him to the sidewalk and repeatedly slap and punch him about the head and face, video shows.

Another officer dashes over, helping to handcuff the downed man, as the sounds of sirens and the increasingly vocal crowd fill the air.

All the while, the cop continued to jaw at the crowd, at one moment pointing a finger at them and barking, “That’s right!”

A total of three people were arrested in the dust-up, which came on a beautiful day that saw the NYPD issue dozens of summonses for failing to maintain social distancing — the same infraction that kicked off the East Village incident, according to Shea.

“It started out as a social distancing enforcement,” the top cop said in a joint Sunday press briefing with Mayor Bill de Blasio. “I am aware of the video that’s out there.”

The incident is being probed by the department’s Internal Affairs Bureau, said Shea, who noted that one of the officers involved has been placed on modified duty.

Shakiem Brunson, 31, was hit with resisting arrest and disorderly conduct charges, along with a pot-possession charge, cops said.

Donni Wright, 33 — who was the one taken down in the video — was received several charges, among them assault of a police officer, menacing and resisting arrest.

Cops claim he menaced the officer who was pointing a stun gun at him by refusing to move while taking a “fighting stance” with closed fists.

Ashley Serrano, 22, was charged with resisting arrest, obstruction and criminal possession of a weapon for a stun gun she was allegedly carrying.
