MONTPELIER, Vt. (WCAX) - Vermont Governor Phil Scott Friday provided some clarifications and revisions to last week’s statewide order calling for no social gatherings outside of households.

Scott said there are some exceptions. Those who are in a dangerous or unhealthy situation can leave and seek shelter in a different place. And those who live alone are allowed to gather with one other household. Neighbors are also allowed to take a walk, hike, or bike with one trusted friend, but they must still keep their distance and wear masks.

The governor said skiers and riders who come to Vermont and don’t quarantine are in danger of losing their passes.

Vt. Health Commissioner Dr. Mark Levine said that the total case count is now at 3,459. Vermont on Wednesday and Thursday saw the highest daily case counts since the pandemic started -- 148 and 146. Four Vermonters have also died over the last two weeks, bringing the death toll to 62.

The state is dealing with 24 outbreaks and 163 situations that include exposures in a facility, school, workplace, or health care facility.

The number of cases going up in Washington county remains a top concern for health officials, but Levine says the central Vermont ice teams outbreak is starting to decay. He said transmission in schools remains very limited, and that students who got COVID -- by-and-large -- got it in the community.

Levine said if a COVID vaccine is approved in the coming days, it could arrive in Vermont in a limited capacity for those most at risk around December 10th.

As of Friday, Vermont health officials reported 146 new coronavirus cases for a total of 3,459. There have been a total of 62 deaths. The state’s percent positive seven-day average is 2%. A total of 207,016 tests have been conducted, 221 travelers are being monitored, 10,778 have completed monitoring, and 2,205 have recovered.

EDUCATION UPDATE

Vermont Education Secretary Dan French says that 45% of all staff at schools have been tested -- about 9,500 tests so far. The state plans to test 25 percent of all staff across Vermont each week in December.

The governor brought in two students who outlined a survey they put together for school officials. They presented a survey they made based on responses from 1,077 high schoolers last month, when COVID cases were much lower. The survey found that the vast majority feel protected or very protected at school due to wearing masks and social-distancing. Those who didn’t feel protected said people were not following those rules.

The survey also revealed that online learning has improved since the spring but that in-person education was better. They said the pitfalls of learning remotely can include communication trouble with teachers, internet trouble, and some classes not happening at all. They pleaded with Vermonters to follow health guidelines so they can stay in school.
