The Social Protection and Jobs Public Expenditure Review (SPJ PER) is the product of a unique collaboration between the World Bank’s Social Protection and Jobs Global Practice and UNICEF. The SPJ PER aims to analyze the efficiency, effectiveness, and quality of public spending on social protection and jobs, to provide evidence for the Government of Zambia to use in poverty reduction efforts. It covers the three SPJ pillars: Social Assistance, Jobs and Economic Inclusion, and Social Insurance (pensions). The 2021 SPJ PER report highlights that the building blocks of an effective SPJ sector exist, and budget commitments have been increasing with a greater focus on pro-poor programming over the last five years. However, the lack of budget execution and programmatic issues poses a major risk to realizing the sector’s transformative impacts.

The launch event aims to:

  • Draw attention to the findings of the SPJ PER, especially considering the importance of these in the broader context of widespread poverty;
  • Discuss expenditure and performance analysis across the three SPJ Pillars i.e., Social Assistance, Jobs and Economic Inclusion and Pensions;
  • Bring together relevant stakeholders involved in the financing, design, and implementation of SPJ programs.

The launch event will kick off with opening remarks from Robert S. Chase, World Bank Practice Manager, Social Protection and Jobs; and Sahr J. Kpundeh, World Bank Zambia Country Manager. This will be followed by a short video highlighting key issues and findings from the report, and a moderated panel discussion.
